I don't quite get why it is not working either.  However, you can have 
multiple WINS servers for Samba so one thing you might try is to add the 
other WINS server to your SMB.CONF.

I believe that all that you do is seperate the IP's with a space i.e.:

wins server = x.x.x.x x.x.x.x

But don't quote me on that (I'm a newbie too!! )
