You need policy editor. This is microsoft tool. You may find it in
NT4SRV (with nt templates) or in different toolkits for Win9x, or I
can send you it.
Steps to set up:
1) Make policy for user or group of user locally.
2) Put this file into \\samba_server\netlogon\config.pol

2 years ago, we have many win9x workstations, and we have the same
problem. You can make desktop "read only" on samba server.
Start menu better store locally, becouse "must die 9x" store full path
in links (\\pc1\c\prog...).
