[Samba] Connecting 2 networks to 1 samba-fileserver - the best way?

I have 2 locations couple of km away from each other.
I want to connect both networks.
The only possible connection is through ISDN.

In first location there are:
1 fileserver (Samba on Linux), about 10 clients (Win98 mostly), addresses
192.168.1.0/24.
Samba acts also as WINS server for this network.

Second location - there are 3 clients (Win98) (adr 192.168.2.0/24) which 
should be connected to Samba fileserver.

I thought of solution like this:
On 2nd location add Linux router with ISDN TA, and on the first add
ISDN TA to existing Samba fileserver. The servers would bring up connection
when needed (or hold it for a few hours a day).

Question no 1: Can i set WINS 192.168.1.1 on computers on network 
second network for example on computer: 192.168.2.2/24

Question no 2: Is there some other way to connect the networks without
adding Linux box on the second location?

Question no 3: Will it work??? :)
