If inetd is configured to start smbd/nmbd, then it prevents any other
program from attaching itself to the appropriate port.
What do you see with:
netstat -an | grep 139
Have you just tried:
/usr/local/samba/bin/smbd -D
/usr/local/samba/bin/nmbd -D

P.S. Lose the !!! nonsense. Also, get a keyboard with a shift key.
