[Samba] Samba server can browse client, but client can not browse server. WHY??

  My samba server exists a little problem. Pls help me.
Samba server can browse client, but client can not browse server. WHY??

   Now I can use smbclient command on server , I can browse the client and server self share
diretory intent. But the client PC can catch my computer in neibourhood, but can not browse the
share directory. It said "Network path not corret." 
 Both server and client locate the same network , have
 the same user"ice" name and same password.
client PC : windows 2K ,workgroup: design
    IP Address. . . . . . . . . : 129.202.0.240
    Subnet Mask . . . . . . . . : 255.255.255.0
    Default Gateway . . . . . . : 129.202.0.253
    Primary WINS Server . . . . : 129.200.0.153
	
samba server: Redhat Linux 7.3, samba rpm version:  samba-2.2.6-1.i386.rpm 
host name: smbsv statically obtain IP address: 129.202.0.223
inet addr:129.202.0.223  Bcast:129.202.0.255  Mask:255.255.255.0

/etc/hosts file: 127.0.0.1       localhost.localdomain   localhost
		129.202.0.223   smbsv   smbsv
                129.202.0.240   tan
smb.conf: 
[global]
# workgroup = NT-Domain-Name or Workgroup-Name
   netbios name = smbsv
   workgroup = design
# server string is the equivalent of the NT Description field
   server string = smbsv

encrypt passwords = yes
smb passwd file = /etc/samba/smbpasswd

 To find the problem, 
I found my samba server can not resolve its name but can resolve client name. 
Run command"nmblookup -B 129.202.0.255 smbsv": 
displays"querying smbsv on 129.202.0.255
         name_query failed to find name smbsv"

but run command"nmblookup -B 129.202.0.255 tan" displays:
"querying smbsv on 129.202.0.255
 129.202.0.240 tan <00>" . It is OK.   
Run "nbtstat -A 129.202.0.223" display"Host not found"
Run "nbtstat -A 129.202.0.240" displays
"
       NetBIOS Remote Machine Name Table

   Name               Type         Status
---------------------------------------------
TAN            <00>  UNIQUE      Registered
DESIGN         <00>  GROUP       Registered
TAN            <03>  UNIQUE      Registered"
    Can you help me to solve the "solve name" problem??
