You need to specify the kernel nls modules to use in some form. For 2.4
you can set it at mount time with the iocharset and codepage options, for
2.2 you can only set it when you configure the kernel at compile time.

For a 2.2 machine you also need a recent enough 2.2 (2.2.18 or later).
