Have you verified that the getfacl and setfacl utils are working from the
console?

Well, see this:

If I'm not mistaken, then this samba has been ./configure'd --with-acl.

But suppose that it was indeed compiled like this, should I then be able
to use the Windows Explorer and set ACLs like User X can "list folder
contents", "ACL read" but not "ACL modify" (sorry, I'm using a german
Windows 2000)?  I mean, all the bits I can set in Explorer -> Properties
-> Security -> Advanced -> Edit?
