[Samba] windows NT 4.0 policy

hi ...
i'm having difficulties in implementing windows NT 4.0 policy using 
samba-2.2.3a. i've followed all the instruction in the samba ntdomain faq.
it would seems that the client didn't implement per user policy but it did 
implement per computer policy.
btw: i made my ntconfig.pol file using poledit in another windows nt 4.0 server
that act as a pdc for another domain. is it possible that problem is because of
it??
