[Samba] 2.2.3a PDC Win98 WINS DHCP

Since updating SAMBA to 2.2.3a and making it a PDC and WINS server, our
Win98 desktops get a password invalid error when logging in. By running
winipcfg and releasing/renewing the IP address with the DHCP server,
desktops are allowed to login. DHCP server is from our router and never been
a problem handing out the WINS IP Address. WINS database on SAMBA seems
fine.
