Most of the logging from the recycle module is log level 10. Check in the 
samba logs for connections to the recycle service when users make 
connections to the share. That is at least a log level 3 event. ( I think 
). Should be in

--> /var/log/samba/samba-log.%U


After turning to log level 10, you might see some error output from the 
recycle module in the logs for the machine that is using the share and 
deleting files. Then you may be able to begin tracking down the problem.
