[Samba] welcome message

hello,
        I using RedHat 6.2 as my logon server to win98 clients . I want to send a welcome message through winpopup when they log on using window password to the server for the first time.Can any one help me out how to do.

I send message using cat "filename" | smbclient -M 'system-name' . But I want to automate.
