[Samba] Bug reporting instructions need update

I sent an email to samba-bugs at samba.org.  I got back an automated reply
that said 

  Please go to http://bugs.samba.org and read the instructions
  before submitting a bug report.

I went there, and the instructions (which I found by clicking where it
said to click "here" for instructions), say to send email to 
samba-bugs at samba.org.

I suspect what I'm really supposed to do is fill out the form and the web
page that says otherwise needs to be updated.
