G'day -

If I'm interpreting your question correctly, this isn't really a samba
question, but rather a general Unix question. I presume that you're
having trouble because you are not the administrator of that server,
and therefore do not have write permissions in /usr/local.  If that's
the case, you can install anything you like in your own home directory
by configuring with --prefix=<desired path>.  This is a common option
accepted by many Unix programs at compile time.  Run ./configure 
- --help for a long list of options.

In this case, however, it probably won't do you any good.  On Unix
systems, normal users can't start services on ports lower than 1024,
and samba needs to do that.  So while you may be able to install it,
you won't be able to start the server. If you just want the samba
client tools, then installing it in your home directory should be
fine.
