Managing groups in SaMBa

I have a modest network with various NT4.0, Win98SE and Linux
boxes using SaMBa as the PDC. That machine is also set as a time
server. I want the NT boxes to sync their clocks with the time
service whenever a user logs in. I put the appropriate 'NET TIME'
command in the user's batch files, but NT complains that the
users don't have sufficient privs. So:

How do I manage NT privileges using SaMBa?

Also, how do I manage access groups on NT in general?
