about global setting "config file" in smb.conf

hi all,
i want everyone had different share resource in samba, so i have set "config file = /etc/smb.conf.%u" or "config file = /etc/smb.conf.%U" in smb.conf, and i have created /etc/smb.conf.user, I found that it was not available, but "config file = /etc/smb.conf.%m" is availabe, why?
how can i do?
