Enabling SWAT

Here's the deal so far:

There is no swat installed in the /etc/xinetd.d directory.

I tried this, and there is no command by the name of "chkconfig". I get 
the unknown command error.

Also, there is no manual entry for "xinetd". It's not a command, either, 
as I get the same unknown command error. Is all of Linux this easy ;-)

Any and all advise would be greatly appreciated.
