clients not seeing complete browse list

I am currently running a redhat 7.2 server configured with DHCPd, named, and
the current version of SAMBA. I am using samba in workgroup configuration
providing WINS. samba is set as master browser. There are no shares and no
Windows servers. We make heavy use of peer-to-peer copying between
workstations.

The LAN consists of 3 linux, 10 win 2k pro, 5 win 95, 15 win 98, 1 win 3.1.
One of the other linux boxes has an older version of samba but it is only
used in client mode...the daemons aren't running.

The problem is that even though samba keeps an accurate browse list, the
clients have sporadic problems...sometimes the list is incomplete, other
times they see only the server. The other thing is that samba ran fine with
not a single error for about 3 months and then only recently this problem
started showing up, and its been getting worse. All clients are having the
problem on and off - not isolated to a particular client OS. None of the
configurations on the server have been changed since then.

Generally I have to restart both samba and the client for them to be able to
see the complete browse list.
