[Samba] Cannot see list of users!

The only thing that jumps out at me is that you're using user-level 
security rather than domain, I was under the impression that as a PDC you 
should use domain, other than that, it seems pretty similar to mine, which 
is a PDC, Domain master browser and works.

I am not a member of the samba team,
and anything that I say may not be as
accurate as a response from one of the
team.  I reply to save those more
qualified time, which can more usefully
be spent developing SAMBA further.
