[Samba] NT Domain Controller Not Found

wbinfo commands do not work.  I see when I run winbindd -d 3 -i the
following:

added interface ip=10.1.1.238 bcast=10.1.1.255 nmask=255.255.255.0
added interface ip=127.0.0.1 bcast=127.255.255.255 nmask=255.0.0.0
fcntl_lock 3 34 0 1 2
fcntl_lock: Lock call successful
added interface ip=10.1.1.238 bcast=10.1.1.255 nmask=255.255.255.0
added interface ip=127.0.0.1 bcast=127.255.255.255 nmask=255.0.0.0
resolve_name: unknown name switch type dns
resolve_wins: Attempting wins lookup for name INS<0x1c>
resolve_wins: WINS server == <10.1.4.11>
bind succeeded on port 0
Got a positive name query response from 10.1.4.11 ( 10.1.4.4 10.1.4.4
10.1.4.6 )
Could not open a connection to INS for \PIPE\lsarpc
(NT_STATUS_DOMAIN_CONTROLLER_NOT_FOUND)

What is the last line talking about?  How do I fix this problem?
