[Samba] Have Group Change Permissions

Is there any way to allow a group to change permissions and not just the
owner?  I know I can use force user = root and valid users = group but
that is dangerous and I do not want to do share level permissions (I
have a dept share with subdirectories limited to each department).  Any
help would be most appreciated.

Environment:
RH Linux 7.2
2.4.18acl Kernel patched with acl.bestbits.at acl patches
Samba 2.2.3a
