[Samba] Domain browse list syncing problem

I'll try to get the facts across as brief as possible. IP addresses are
abbreviated for networks 1.x and 2.x.

1.x is a LAN of 30 NT and 2K workstations with 1.1 as a Linux Internet
gateway/firewall, NOT running Samba, 1.2 as a NT PDC and of course
DMB, and 1.3 is a NT BDC running WINS.

2.x is a LAN of 5 2K and XP workstations, with 2.1 as a Linux Internet
gateway/firewall, RUNNING Samba. Here's it's config:

[global]
        workgroup = foo
        encrypt passwords = Yes
        log level = 3

        os level = 255
        preferred master = Yes
        local master = Yes

        wins server = 1.3

ALL machines on both networks have WINS = 1.3 set. What happens:

2.1 (Samba) becomes LMB. All the machines on 2.x register in WINS
fine. 1.* can ping 2.* fine and vice versa. 2.1 (Samba) says it syncs
with 1.2 (the DMB). It pulls in the 1.x list fine. 1.2 (the DMB)
doesn't seem to accept its list, though. (Yes, I've successfully
joined the domain with Samba.) Here's what loglevel 3 says:

[2002/04/04 16:33:20, 2] nmbd/nmbd_browsesync.c:sync_with_dmb(159)
  sync_with_dmb:

[2002/04/04 16:33:20, 2] nmbd/nmbd_browsesync.c:sync_with_dmb(159)
  sync_with_dmb:

[2002/04/04 16:33:22, 2] nmbd/nmbd_synclists.c:complete_sync(277)
sync with FOO(1.2) for workgroup BAR completed (35 records)
[2002/04/04 16:33:27, 3]
nmbd/nmbd_serverlistdb.c:write_browse_list(458)
write_browse_list: Wrote browse list into file /var/cache/samba/browse.dat

Yes, the sync_with_dmb/connecting is listed twice, in more then one
spot in the logs. Don't know if it's actually connecting twice, or a
fluke in loglevel 3. Samba version is 2.2.1a, on a fully up-to-date
Red Hat Linux 7.2 box.

To recap the problem, the browse list for 2.x (where Samba is LMB)
shows all the machines from both networks. The browse list for 1.x
(with the NT PDC) doesn't show the 5 remote machines Samba should be
submitting (I think). Any ideas would be much appreciated. Thanks!
