There are two things you can do: 
For disk usage: Install (and administer) quotas on your file-systems. 

For times logged on:  Configure --with-utmp and set 'utmp = yes' to
enable utmp reporting 
of user activity.  This can be reported via the unix tools 'last' and
'w'.
