nmbd sortof works v2.0.5, 7 and 10

I've got three machines running smbd and nmbd.  If I do an nmblookup on
the subnet that they're on, I only see one machine:

	ccalzone at Elbie:~ > nmblookup samba
	querying samba on ---.---.---.255
	---.---.---.11 samba<00>

But if I query the other two machines directly, they respond:

	ccalzone at Elbie:~ > nmblookup -B elbie samba
	querying samba on ---.---.---.223
	---.---.---.223 samba<00>

All three have the following set:

        lm announce = Auto
        lm interval = 60
        preferred master = No
        local master = Yes
        domain master = No
        browse list = Yes

Should I be looking somewhere else?  I can supply testparm output if its
helpful.
