testparm looks for smb.conf at default $samba_dir

The configure option that controls where smb.conf is expected to be
is "--with-configdir".  I have mine set up as "--with-configdir=/etc/samba".
That results in "CONFIGDIR = /etc/samba" in source/Makefile.
