SWAT login failure

I'm trying to configure smb.conf through SWAT.
When I do   http://localhost:901   I get prompted to "Enter username 
for  unknown at localhost:901".
When I enter "root" and my password while in root,  authentication 
fails and I can't run SWAT.
I've tried logging in as both root and user, without success.

I've made the appropriate entries in /etc/services and  
/etc/inetd.conf.

What's missing or needs to be corrected?

btw, I am using 2.2.1a.
