Delay when accessing samba shares

Hello folks,
I am trying to set up a second samba file server on our network using samba
2.2.1a on RH 7.1. It is configured to be a PDC and domain master browser.
There is always a fairly long pause (20-30 sec) when it is authenticating
the password and also when any of the shares are first accessed. It does
not seem to be a network/NetBIOS problem or a conflict with our original
file server/PDC because it displays the same behavior when it is isolated
from the rest of the network and also when you access the shares via
smbclient on the machine itself. On the other hand, there are no delays
when accessing the same machine through Webmin or SSH. Our original file
server (samba 2.0 on SuSE 6.4) has never had any similar delays and I have
the second server configured very closely similar to the first. What could
be causing this? Could it be related to a difference in how the 2.4.x
kernels handle op-locking? Following is the output from testparm.
