samba as local master browser does not supply a list

I have read the BROWSING docs and every other document in textdocs which contains 
the word "browsing"!  All the tests in the DIAGNOSIS document work until test 11 
(which is where this problem fits in).  If I do "net view /workgroup:indy2grp" on a 
another PC on the network the result is "The command was completed successfully." 
but there is no list.
