I believe the name of the utility was 'samdump'.
You can get it from http://www.ussrback.com/NT/audit/index.html
but I don't have any personal experience with it....

wasn't there an NT executable that could pull out a list of users and
their encrypted password strings from the .sam files of a PDC?
