What version of samba are you looking for?  I'm assuming 2.0.7 (anything
later will already build just fine).

2.0.7 builds fine as shipped, with one patch.  It allows configure to
properly detect the type of machine/os.  It can be found at:

http://oss.software.ibm.com/developerworks/opensource/linux/patches/samba/s390-build-patch.2_0_7.gz
