lmhosts file lookup no worky?

Hello! I posted this message to samba-ntdom this morning but wanted to get
extra input, as I appear to be stuck again:

I have the following lmhosts file:

192.168.168.2 MAIL
192.168.168.3 NTSERVER
192.168.168.2 MAIL#1b
192.168.168.2 MAIL#1c
192.168.169.2 CVSERVER
192.168.169.2 CVSERVER#1b
192.168.169.2 CVSERVER#1c

When I start up samba, it appears to read the lmhosts file:

mail:/usr/local/samba/lib# /etc/init.d/samba start
Starting CVILLE domain server: nmbd.
Starting CVILLE file sharing: smbd.

However (I currently have this machine NOT as PDC for testing purposes):
