ifconfig on NT

Sorry this is not a Samba question, but there seems to be lots of people
with NT/Unix background here....

Is there any ifconfig(1) util on NT where I can change IP configuration
from the command line. I'm familure with IPCONFIG but that is only good
for DHCP...
