passwd sync still

I still can't get passwd sync to work. I log in a normal user in win98 and try
'change windows password' which it does but it doesn't change the unix passwd.

There isn't even any entries in the logs that a passwd change was called....and
the /etc/smbpasswd file was not changed either.

smb.conf:

[global]
        {cut}
        guest account = nobody
        security = user
        encrypt passwords = yes
        smb passwd file = /etc/smbpasswd
        {cut}
        unix password sync = yes
        passwd program = /usr/bin/passwd %u
        passwd chat = *old*password* %o\n *new*password* %n\n \
                *new*password* %n\n *changed*
        username map = /etc/smb.usermap
        browseable = no
        config file = /etc/smb.conf.%U

smb.conf.nobody:

[global]
        {cut}
        guest account = nobody
        security = user
        encrypt passwords = yes
        smb passwd file = /etc/smbpasswd
        {cut}
        ;unix password sync = yes
        passwd program = /usr/bin/passwd %u
