passwd sync

I use Linux server with /etc/passwd and /etc/smbpasswd and win98 clients. I
want to change all three passwords at the same time but it doesn't work as I
got it set up in global:

[global]
    {big cut}
        unix password sync = yes
        passwd program = /usr/bin/passwd %u
    {more cut}

Shouldn't these two entries do it? I change password on win machine but it only
gets changed there.
