Not listening on called name

I have a strange problem that is starting to occur more and more often.
I have about 12 win98 pc's hooked up to me here by dial up links.
For the most part they have functioned wonderfully well but recently a few
have stopped responding when using smbclient etc.
I get the following error
# smbclient //frankserver/c -I 192.168.1.121 -N
SSL: Error error setting CA cert locations: error:00000000::lib(0)
:func(0) :reason(0)
trying default locations.
added interface ip=192.168.1.120 bcast=192.168.1.255 nmask=255.255.255.0
session request to FRANKSERVER failed (Not listening on called name)
session request to *SMBSERVER failed (Called name not present)
Now this machine responded just fine a week ago.
So I checked this machine with nmblookup
# nmblookup -B 192.168.1.121 -S '*'
querying * on 192.168.1.121
192.168.1.121 *<00>
Looking up status of 192.168.1.121
received 3 names
FRANKSERVER <00> - M <ACTIVE>
STORES <00> - <GROUP> M <ACTIVE>
FRANKSERVER <03> - M <ACTIVE>
num_good_sends=0 num_good_receives=0
ok, well this is different if i check one the the pc's that does work i get
# nmblookup -B 192.168.1.122 -S '*'
Sending queries to 192.168.1.122
192.168.1.122 *<00>
Looking up status of 192.168.1.122
received 5 names
CAMBSERVER <00> - M <ACTIVE>
STORES <00> - <GROUP> M <ACTIVE>
CAMBSERVER <03> - M <ACTIVE>
CAMBSERVER <20> - M <ACTIVE>
STORES <1e> - <GROUP> M <ACTIVE>
num_good_sends=0 num_good_receives=0
so it seems that the server service is not running.
If i run a nbtstat -n on this machine it reposnds with
C:\WINDOWS\Desktop>nbtstat -n

so the server service is running at the other end...
i am a bit lost, i figure the problem may be at the other end on the windows
pc but i have checked every setting against working machines and cannot see
any differences.
Any help would be greatly appreciated as i use samba to pull files off these
machines several times a day and this is starting to get unworkable.
