What does this mean!!!!???!!!

The browser has forced an election on network 
\Device\NetBT_Tcpip_{DC72FA01-6233-49D3-B176-C9C88FE8A717} because a 
master browser was stopped.

The above message is in the event viewer on my Win2K box.  I have a SMB 
server running that should remain the master browser.  I infer from this 
message that the Win2K box forced the election.  How did this happend? 
 (I did an ipconfig /release ; ipconfig /renew)
