They're testing against the Linux 2.2 kernel - non threaded
TCP stack in configuration designed to favour the (hastily
re-written) threaded Windows TCP stack.

By Linux 2.4 kernel things are more even :-). Check out this
benchmark - done not by Microsoft or a Linux vendor, but by
an independent magazine :
