SWAT not authenticating

We recently upgraded from 2.2.1a to 2.2.2.  I used all of my original data
and configuration files (smb.conf, smbpasswd file, etc.).  However, when I
added a new user I cannot log into SWAT with that user account.  Existing
users work just fine.  Did I miss a compile option?  I am running on RH
Linux on an IBM S/390 mainframe.
