name server problems: tcpdump shows "tcp port netbios-ssn unreachable"

Ahh, many sleepless nights spent on a stinky Windows 98 box!

I'm using Samba 2.2.0 with Red Hat Linux 7.1, and am having trouble
resolving the samba server. I went through the "fault tree" in the "Using
Samba" book, and this was the section I got stuck on. Do I need to be
running a name server besides nmbd? nmblookup returns some results:

----------8<----------
[root at exodus samba]# nmblookup -d2 exodus bruski
added interface ip=192.168.1.2 bcast=192.168.1.255 nmask=255.255.255.0
querying exodus on 192.168.1.255
name_query failed to find name exodus
querying bruski on 192.168.1.255
Got a positive name query response from 192.168.1.100 ( 192.168.1.100 )
192.168.1.100 bruski<00>
----------8<----------

bruski is a Win98 box, exodus is the samba server. smbclient works fine on
the server, but the Win98 box never sees the server. When I try the domain
logon, it says "No domain server was available to validate your password..."

Here's my smb.conf. It's not at all secure, but that's not an issue right
now.

here's some stuff from smbclient:

yet more info, this time from tcpdump (I cropped out two interesting
entries). The first error (...ssn unreachable...) goes away after one
appearance, but the second one (...ns...) is recurring.
----------8<----------
[root at exodus /root]# tcpdump -v -s 255 -i eth0 port not telnet
...
23:58:18.463315 > exodus.panama.net > bruski.panama: icmp: exodus.panama.net
tcp port netbios-ssn unreachable (DF) [tos 0xc0] (ttl 255, id 16706)
...
23:58:43.463315 > exodus.panama.net > bruski.panama: icmp: exodus.panama.net
udp port netbios-ns unreachable (DF) [tos 0xc0] (ttl 255, id 17218)

help me! help! please! I am a crazy fool with this networking stuff.
