smbpasswd broken for user but fine for root???

After upgrading from 2.0.7 to 2.2.0 smbpasswd has stopped working.  If I
change a passwd when logged in as root it works just fine but when
logged in as a normal user it gives the following output:

[george at eagle samba-2.2.0]$ smbpasswd -D 3
Failed to open /etc/samba/secrets.tdb

Anyone have any ideas about this?
