No locking available

I am currently trying to load samba version 2.0.7 on my HPUX system.  I am currently running 10.x.  When I try to configure it I get the following message:

checking configure summary
ERROR: No locking available. Running Samba would be unsafe
configure: error: summary failure. Aborting config

I have seen plenty of refrenece to this error on the Samba web site, but have not seen a way to fix it.  I hope you can help
