Ok. Here's what I would do to try and fix it:
Changes to server #1:
Prefered Master = Yes
Domain Master = Yes
Local Master = Yes
OS Level = 64
WINS Support = Yes
Changes to Server #2:
Prefered Master = No
Domain Master = No
Local Master = Yes
OS Level = 34
Wins SERVER = <ip of server #1>
Password Server = <ip of server #1>
