SWAT 'Help' problem...

It looks like there is a problem with the conversion of the man
pages to html. All the reference tags are all upper case

swat tries to go to the lowercase tag which doesn't exist. 
Can someone who is familiar with the html conversion process from
docbook take a look at this?
