inherit permissions not working...

I am running SAMBA 2.0.7., and I have put the inherit permissions option in
my smb.conf file.  However, new files are still taking on the group and
permissions of the user and NOT the parent directory, as is indicated in how
this parameter is supposed to work.
 
Any ideas?
