hide dot files makes dot files hidden. So if you windows explorer is
setup to show hidden files you will see them.
I'm using the same setup as you do:

[homes]
comment = Home Directories
guest ok = no
browseable = no
writable = yes
create mask = 0600
directory mask = 0700
valid users = %S
veto files = /.*/

I can write to my homedir.
I'm using samba-2.0.7.
