Need add_user and del_user script

  I just installed Redhat 7 and it does not come with the add_user and
del_user scripts used to set up users when working with domain security and
a password server.  Two questions. Is there a better way to create new users
on the fly.  If there is not, how do I get the scripts.  I've downloaded the
current source and they are not in there.  Are the built in the make?  If
so, can someone just send them to me and I'll fix whatever needs to be
fixed.
