It HELPS to be static, but it's not required. The SERVER needs to be
static, but thats it. 

For example, here at work, we have 2 samba servers we call subgate and
supergate (don't ask!). Our intra office network is also DHCP. And each
user connects to the samba servers fine. Each of subgate and supergate
has a static IP. Then the rest is taken care of by netbios resolutions.
