I have the line:

  passwd program = /bin/passwd %u

within my configuration ("samba-2.0.7", SuSE Linux 6.1).

Perhaps you have to add "%u". Reason: "passwd" is executed "as root" if
you are using "encrypted passwords" and "unix password sync".
