samba and net start

rpcclient will do this.  However, Ithink the svcctl functions 
are only implemrnted in the version in the SAMBA_TNG CVS 
branch.  I'm in the process of porting the code from TNG to 
the HEAD cvs branch, but it is a rather large process.
