remote announce doesn't

greetings. i have question # 3137167 billion about remote announce! i
have searched the archives, read Browsing.txt, all the good stuff - to no
avail.

here's my network topology:

206.251.13.0/26 - ethernet interface 1

206.251.13.64/26 - ethernet interface 2
206.132.78.0/24 - ethernet interface 2

there is an NT native WINS server on e2. routing between e1 & e2 is good -
no filtering on any of the required SMB ports.

i finally got all the machines on interface 2 to communicate
successfully. browsing works. machines on both of e2's subnets show up in
the net 'hood and they can be accessed successfully.

a windoze box on e2 can find computers on ethernet 1 if i enter the name
directly (\\machine). i can't see them in the network neighborhood, even
though i think i have configured all of that properly.

the thing that puzzles me the most is: i have set remote announce to try
announcing to network addresses, broadcast addresses, the master browsers
directly - but the machines on ethernet 1 never show anything in log.nmb
about sending remote announces to those networks (i am running log level
3). they show plenty of announces to the directly-connected network, but
never to the other two nets. i have fooled around with setting the
interfaces and everything, but no dice.

here's the relevant config file info:
