98 Group policies

Has anyone implemented group policies for 98 clients?
Is SAMBA -in user security level- providing the groups the user belongs to?
We use plain text passwords, thus no smbpasswd file.
The config.pol file gets parsed by 98 clients, but group policies are applied only when adding the group "Users" in Policy Editor. And the settings for USERS group are applied to any user logs on...
Can anyone shed some light on this?
